Civic issues
Topics getting the most attention in Huber Heights public meetings, ranked by how frequently they come up.
Huber Centre Parcel Purchase
The city is considering buying a parcel at Huber Centre. How the land would be used and what it would cost will shape future development in that area.
Metropolitan Holdings Basic Development Plan
Metropolitan Holdings, Ltd. has filed a basic development plan for land along Carriage Trails Parkway west of State Route 201. Council will review the proposal before it moves forward.
Urban Tree Grant replanting plan
The city plans to solicit bids for tree planting under an urban tree grant, adding greenery to public spaces.
Veterans Day event planning and flyover
The commission finalized details for the upcoming Veterans Day ceremony, including JROTC color guards, guest speakers, and pastoral support. Members debated whether to include a wreath-laying ceremony, ultimately deciding to reserve wreaths for Memorial Day to better align with military tradition.
Sewer lift station capacity in Carriage Trails
A resident warned the existing Carriage Trails lift station may be near capacity with apartments and hundreds of new homes coming. Staff explained the next lift station is designed, developer-funded (~$1 million), and timed to come online in late 2028/early 2029, with connections capped at 300 homes until then.
Residential incentive districts for up to 1,100 homes
The developer of a residential subdivision with up to 1,100 single-family and multi-family homes needs incentive districts approved under ORC 5709.40. The hearing got pushed to December 14 because the council meeting itself was rescheduled and the legal notice clock had to restart.
Water Billing Software Transition
Water billing switches to a new system in mid-November: new account numbers, free ACH payments, no late or shutoff fees through January 2, and offices closed November 4–13.
Proposed Memorial Car Show and Community Outreach
The commission discussed a proposal from the Invitavet Foundation to host an annual car show at the veterans memorial on June 12. Members reviewed potential logistics, parking, and permit requirements.
Annexation of 5.091 acres from Bethel Township
Council was scheduled to accept roughly 5.091 acres being annexed from Bethel Township in Miami County into Huber Heights, following county commissioners' approval of the petition.
City bond rating upgraded
S&P visited in person for the first time ever and reaffirmed the city's AA-minus bond rating while upgrading the water bond rating from A-plus to AA-minus. That means lower borrowing costs for future city projects.
Acquisition of two fire engines
Council locked in a lease-purchase of two fire engines at the originally quoted price — COVID-era supply delays ironically worked in the city's favor — with competitive lease financing found by the finance department.
I-70 Lane Closures for Sound Barrier Repair
ODOT is closing the right lane of eastbound I-70 near State Route 202 from October 21-29 for sound barrier wall repairs, plus the SR 201 exit ramp on October 22. Plan for delays if you commute that way.
Carriage Trails II TIF District
Five new TIF incentive districts are proposed for the Carriage Trails II development, with a required public hearing October 26 where property owners can opt out. None of the 44 notified owners has objected.
Churches of Christ annexation for disaster relief warehouse
The city is accepting about 5.091 acres from Bethel Township for a church disaster-recovery organization that plans to build a storage facility. The land is south of U.S. Route 40 and fits the city's agreement with Bethel Township. A rezoning will follow at planning commission.
Military and Veterans Commission annual update
The commission is at full membership for the first time in a while and has a busy calendar: Veterans Day ceremony November 11 with the Wright-Patterson base commander speaking, a returning service member honored in the Christmas parade, a Young Marine sponsored to attend Pearl Harbor commemorations, and a veterans car show planned for June 2027.
Mosaic mural at Lee's Famous Recipe Chicken
The public mural planned for Lee's Chicken on Chambersburg Road lost its student artist, so the design firm MSA will now work directly with the restaurant owner and schools to develop a Wayne athletics concept. The commission will review the final design before it's installed.
Gingerbread walk public art proposal
Resident Jay Hartman proposed rotating art displays in city buildings, churches, and businesses — possibly partnering with the Chamber of Commerce. The commission voted to have him meet with Chamber head Mason Hutton and return with a plan.
Temporary structures permits
Bounce houses, big tents and dunk tanks would need a permit 30 days ahead with $1 million liability insurance; 10x10 tents stay free and easy.
Tree work at Cloud and Community Parks
A $100,000 federal grant will fund new large and medium street trees, mostly along Old Troy Pike where Bradford pears were removed, with bids this fall and planting next spring. Future Brant Pike road improvements mean trees there are being deferred to avoid planting then removing them.
Smoking rules in city parks
The board debated a total smoking ban versus designated smoking areas. The full ban failed 3-4; the compromise — smoking only in designated areas at the Aquatic Center and Cloud Park — passed 5-2 and goes to council.
E-bike and scooter rules for park paths
There's currently no policy on e-bikes in parks. The board adopted rules allowing Class 1 and 2 e-bikes and small scooters on paths at 10 mph, banning Class 3 and e-motos, giving staff and police something to enforce.
Drone policy for parks
Richard Moore proposed requiring drone permits in parks, entrance signage, and banning drones over crowds of 30 or more — the board endorsed it for council consideration.
2026 Board-sponsored Recreation Programs
The aquatic center has topped 27,000 visits, food truck rallies are pulling 300+ patrons, and a slate of free family events — the Heritage picnic, Environmental Fest, and concerts — runs through August.
Canal Heights Sections 4 & 5 — 128 new homes
Two subdivisions got the green light for 64 more lots combined. Carriage Trails says it sold 121 lots last year and builders are running out of inventory, so new phases are racing to keep up. More rooftops mean more neighbors, more traffic, and continued growth on the city's edges.
Property tax rate certifications for Montgomery and Miami counties
The annual paperwork that officially locks in next year's property tax levies for both counties. It's routine, but it's what actually puts the tax rates in place for 2027.
City code updates (Supplement 26 and traffic/general offenses amendments)
Routine housekeeping that keeps the city code current with state law changes — one quarterly supplement and one annual update to traffic and criminal code sections.
Annexation law critique (Type II annexations)
A Bethel Township resident used the general comment period to argue Ohio annexation laws strip townships of the power to decide their own futures, comparing them to historic systems of oppression.
Citizens Water and Sewer Advisory Board appointment
Hunter Stover is recommended to fill the last vacancy on the board that advises the city on water and sewer matters, bringing it to full membership.
Public Works Facility/City Hall Renovation Furnishings
Up to $350,000 for furniture and equipment at the new Public Works Facility and renovated City Hall, using last year's competitively bid pricing to avoid rebidding and lock in costs before expected price hikes.
Grant writer contract with Hicks Partners LLC
The city wants to keep paying a Columbus firm about $78,000 a year to find and write grants — money that has brought in $750,000 so far, with more pending. Council agreed it's cheaper than hiring a full-time staffer.
Setback variances for aging-parent home additions
A homeowner wants to replace a poorly insulated enclosed patio with a year-round conditioned room addition, which triggers the 40-foot rear setback rule in R-4 districts. The board found the variance criteria were met and approved it unanimously.
